ECDF’s goal is to create a comprehensive understanding of the mental health, substance use, and homeless outreach landscape; enhancing what is working, identifying gaps in the systems, providing advocacy and funding to strengthen the systems, and helping to forge connections and collaborations that lead to more effective and efficient service delivery.
